Can a merchant sign up their payers to Payer Portal?

 No, merchants can’t sign up their payers to Payer Portal. Payers must be the ones doing their own sign-up to Payer Portal. They can do so by completing a payment, clicking “view your payment” on the receipt page, clicking the “Sign up” button on the top right, and entering their name and password.
